Abstract

The role of local government-owned enterprises (BUMD) is increasingly vital in regional economic development, requiring thorough investment planning and strategic decision-making. This community engagement article reports on an audience activity involving the Regional Secretariat of Tuban Regency and academic practitioners, held in Semarang. The session aimed to discuss and provide insights into investment planning, performance evaluation, and governance of BUMDs. Utilizing a participatory approach, this activity facilitated knowledge sharing, identification of investment challenges, and strategy formulation for more accountable and productive BUMD governance. The results show a strong demand for academic support in public sector investment policies and the need for strengthened regulatory frameworks and human resource capacity. This engagement model is recommended as a replicable practice for regional governments seeking strategic guidance on BUMD development.
