Abstract

Election is a means of popular sovereignty to elect members of People's Legislative Assembly, members Regional Representatives Council, the President and Vice President and to elect members Regional People's Legislative Assembly which are carried out directly, publicly, freely and confidentially, honestly and fairly in the Unitary State of the Republic of Indonesia based on Pancasila and the 1945 Constitution of the Republic of Indonesia. In routine event every 5 years, highly qualified human resources are needed to bring success to democratic party with the final result getting regional leaders (regents and governors), legislative members and the president. Human resources are obtained by a good system of recruitment and coaching on an ongoing basis
